Job Summary

The Pandemic Affected Response Team-Navigator (P.A.R.T.S. Navigator) provides support to program participants seeking supportive assistance to mitigate the negative impacts of the COVID-19 pandemic. The P.A.R.T.S. Navigator takes a lead in planning, coordinating, and executing community outreach and intervention services to individuals/groups and high-risk populations. Individuals who have experienced added stressors, short and long-term effects and varied difficulties, because of the Covid-19 pandemic.

Qualifications/Education and Experience:



  1. Bachelor’s Degree preferred, Associates degree required in Social Work, Counseling, Mental Health, Human Services, or related discipline; equivalent combination related work experience is required which included: case management, service coordination, intake & assessments, human services, counseling, asset development, crisis management, prevention/intervention services, community outreach, information & referral services, and/or related duties.

  2. Knowledge of the Greater Rochester/Monroe County area, service providers and various community sectors preferred. Housing, human service, business, financial, health, substance recovery, transportation, food service, RCSD, legal, child-care, faith based, DSS, DOH, and other community sectors, both public and private; etc.

  3. Must have demonstrated ability to develop and maintain effective relationships/partnerships with various levels within an organization and the community including.

  4. Requires flexibility and ability to work in fast-paced environment; and requires ability to implement appropriate changes. Requires an ability to work independently as well as a member of a work team.

  5. Familiar with local occupational, educational, and labor market information/laws, vocational testing and career interest assessment/inventory instruments and resources; familiarity with Civil Service exams, high school equivalency, testing process helpful.

  6. Must maintain a high level of confidentiality for all items of a sensitive nature; should possess a particular understanding of the issues relating to special need populations.

  7. Requires demonstrated experience working with diverse cultures and individuals/groups from varied backgrounds and organizational levels, in a variety of settings.

  8. Must have good communication skills, both verbal and written; must maintain respect for cultural backgrounds and practices of employees/consumers; and must have the ability to initiate and maintain partnerships with both internal & external customers/organizations.

  9. Should possess an understanding of the issues relating to low-income and/or vulnerable populations; must have good understanding and sensitivity of related issues faced by individuals/families moving from dependence on public assistance to independence and self-sufficiency.

  10. Requires proficiency in use of all Microsoft Office products; assist in maintaining program data and consumer information; assist in analyzing and interpreting progress in meeting program outcomes; ability to complete input and documentation in preparing reports, presentations and announcements on consumer/program status in meeting goals.

  11. Bi-lingual capabilities English/Spanish strongly preferred. Experienced in American Sign Language is a plus.

  12. Requires the physical health and physical capability to work in an office and various community settings.
